Phase 3: Final Design

On May 15, 2017 City Council unanimously approved the schematic design for the project and directed staff to pursue funding options. Once funding is secured, the project would move into the final design, design review/CEQA environmental review, and ultimately construction documents and project construction.

After many months of discussions, on January 13, 2020, the Foley Family Charitable Foundation submitted a pledge in the amount of up to $7,000,000 to partner with the City to fund the proposed 3 North Street - Farmers’ Market project. On March 2, 2020, City Council approved moving forward with the Foley Family pledge, and the City and the Foley Family Charitable Foundation entered into a Memo of Understanding for funding and naming rights on April 19, 2021.

City Council's March 2, 2020 action also requested that the design team consider modifications to the schematic design that would extend the roof over the entire structure to provide better year-round use opportunities. City Council approved the preliminary final design at their August 16, 2021 meeting. The design team incorporated final revisions and presented the final design (shown below) to the Planning Commission on March 10, 2023 as part of the design review process. The Planning Commission unanimously approved the design review and certain entitlements. City Council approved the environmental review and final entitlements at their April 17 meeting.
