The City of Healdsburg makes purchases and establishes contracts for a wide variety of supplies, services, equipment, and expert assistance to provide our community a full range of municipal services and programs. In general, the contract administration of public works construction projects including Capital Improvement Projects, is the responsibility of both the Administration and Public Works Department; the Purchasing Division is responsible for centralized procurement of goods and technical or maintenance services; and all city departments may advertise for and select design consultants.

The city is continually seeking vendors, suppliers, and contractors who can provide quality products and services at competitive prices. Potential vendors should keep in mind that the City of Healdsburg purchasing policy requires that procurement of materials, supplies, equipment, vehicles, services and construction services be done in a manner to encourage open competition through competitive bidding or competitive sealed proposals. The City of Healdsburg is responsible for the operation of municipal services, parks and recreation centers, public works construction, public safety (fire and police), water and sewer service, and the maintenance of city owned streets and facilities. Public Works may be defined as any project which includes the erection, construction, alteration, painting, repair or improvement of any public structure, building or road (California Public Contract Code). Labor intensive work on a public agency’s infrastructure falls within this category.

Commodities


  • Vehicles
    Examples may include: automobiles, earth moving/grading, firefighting apparatus, police, light/medium/heavy duty trucks, etc.
  • Supplies
    Examples may include building maintenance/repair, computer, electrical, fuel, hardware, hose, irrigation, janitorial, laboratory, lighting, medical, plumbing, police, and safety.
  • Appliances, Furniture, Interior Fixtures
    Examples may include appliances, flooring, equipment, office furniture, outdoor furniture, shelving/storage, wall and window coverings.
  • Machinery / Equipment Items - Components Repair Parts
    Examples may include generators, industrial, laboratory, mowers, playground, pumps, shop machinery and tools, street light fixtures, repair parts for machinery, equipment, and vehicles.

Contractual Services


  • Equipment and Vehicle Maintenance
    Examples may include audio / visual, communication, elevators, HVAC, laboratory, office/photocopier, plant operating equipment, and specialized vehicles.
  • Facility and Grounds Maintenance
    Examples may include custodial, landscape maintenance, hazardous waste removal/disposal, and trash removal / disposal.
  • Miscellaneous
    This is a catch all for everything that did not exactly fit in the other service or consultant categories. Examples may include catering, graphics / printing, laundry, interior / exterior signage, and portable toilets.

Consultant Services


  • Architectural / Engineering Consultants
    Examples may include design (architectural, interior, landscape, lighting), engineer (civil, electrical, mechanical, structural, traffic), and related specialties (corrosion, environmental, geotechnical, land or urban planning).
  • Computer / Data System Related
  • Contractor/Consultant/Vendor Database
