2022 Villa Chanticleer Operator - Request for Proposals

On August 4, 2014, City Council approved a Master Services Agreement (lease) with Tayman Golf Group Inc. (Tayman) for the purpose of operating the Villa Chanticleer as an event center. This agreement came about after 12 months of analysis of Villa Chanticleer’s operational efficiencies, revenue opportunities, marketing strategies, and role as a community asset. The analysis led to the City issuing a Request for Proposals (RFP) to contract with a service provider to operate the Villa on behalf of the City.  After review, the City determined that Tayman’s proposal was the best fit. 

The City transitioned the operation of Villa Chanticleer to Tayman in September 2014. In addition to assuming the Villa event operations, the City also assigned responsibility for coordinating use of the Villa Annex by the American Legion Sotoyome Post No. 111 that is a separate lease agreement. Under the terms of the lease Tayman is responsible for the full facility operation of the Villa and coordinating use of the Villa Annex with the American Legion. Tayman Group has operated the Villa since 2014.

Tayman Golf Group, Inc. has provided the City notice of their intent to terminate the operating lease effective June 30, 2022 as part of their business transition due to retirement of one of Tayman Group's partners. The City is seeking a new operator for the Villa Chanticleer. The new operator will assume the operations under a new operating lease agreement with terms and conditions to be negotiated. The City anticipates that the new operator will continue to provide community benefits while leveraging the Villa Chanticleer's ability to generate revenue as an event facility.

Request for Proposals

The City has issued a Request for Proposal (RFP) for firms, organizations, and individuals interested in operating the Villa.  The goal of the RFP process is to receive proposals that provide an overview on the approach towards the operation. The City will hold additional interviews and discussions with preferred proposer(s), and conduct additional background research, investigation, and data collection as it deems necessary during the review and selection process. With this in mind, proposals should be no more than five (5) pages. 

To submit a proposal, please review the Request for Proposal document carefully and plan on attending one of two pre-proposal meetings:

  • 3:00 p.m. - 5:00 p.m., Tuesday, March 15 at the Villa Chanticleer
  • 8:30 a.m. - 10:30 a.m., Wednesday, March 16 at the Villa Chanticleer

Proposals are due by 5:00 p.m. on Sunday, March 27, 2022.
