Fitch Mountain Park and Open Space Preserve Management Plan
One of the first steps in moving the property from private ownership to a public amenity is completing a management plan for the property. The management plan:
• Evaluates the property from an ecological and recreational perspective
• Identifies areas of focus for restoring and enhancing important natural resources, as well as managing fire risks
• Develops a plan for creating and maintain recreational opportunities
• Guides future work and financial commitments
Timing for developing the management plan is critical in meeting the overall project timeline. The agreement between the City and LandPaths has the property transferring to the City in November 2017 when it is scheduled to be open to the public. Between now and November 2017, LandPaths is committed to establishing public access to the property and initiating the natural resource management activities that will be identified in the plan.
The City Council awarded the management plan development to Prunuske Chatham Inc. (PCI) of Sebastopol. The first step in developing the plan will be ecological and natural resource survey work on the Mountain. Once PCI has the baseline ecological and natural resource information they will begin to formulate the recreational use and long-term management plan components.

City Council Accepted Plan & Released for CEQA
On March 6, 2017, City Council accepted the plan with modifications and submitted the plan for review under CEQA. Once CEQA is complete, City Council will adopt the CEQA findings and the Management Plan.

The City released the Management Plan that was presented to City Council for review on March 6, 2017. This plan incorporates the recommendations made by the Parks and Recreation Commission on February 8, 2017.
Parks and Recreation Commission Review and Recommendation
February 8, 2017
In response to the public comment process for the draft Fitch Mountain Park and Open Space Preserve Management Plan (Plan), the City's Parks and Recreation Commission considered a revised framework for the Plan at their meeting on Wednesday, February 8.
Under the revised framework significant changes were proposed to the Plan that helps meet the City’s goal of ensuring access and sustaining the City’s long-term financial obligations for the park and open space preserve, while also addressing the community’s concern about events occurring at the summit. The Commission recommended to City Council:
- The December 10, 2016 draft Fitch Mountain Management Plan (Plan) be amended to incorporate the “Clarification Revisions” as outlined in this (the) staff report, which are generally clarification in nature.
- The Plan be amended to incorporate the “Revised Framework” as outlined in this (the) staff report, which removes Park Improvement Area 2 from the Plan and sets forth additional requirements.
- That all changes made to the Plan be documented and released with a new draft Plan for public review.
- That the new draft Plan be forwarded to City Council for review and approval.
- That the City work with the community to develop use policies for the Park and Open Space Preserve that would be reviewed by the Parks and Recreation Commission and adopted by City Council prior to the property transfer to the City.
Draft Management Plan Public Open House #3

The City hosted public open house #3 on the draft management plan. This meeting's focus was on managing the active use concepts that are allowed under the conservation easement and proposed in the December 10 draft management plan that would be managed under the City's special event process. Parks and Recreation Advisory Commission Review
December 14, 2016
The City's Parks and Recreation Commission reviewed the draft plan and took public comment at their December 14, 2016 meeting. The Commission continued discussion on the draft plan to their January 11, 2017 meeting and asked that additional public input on the draft plan be submitted by December 21, 2016.
